The Development Management Team are continuing to work using normal email and telephone contacts, although from a homeworking environment. Please allow additional connection time when contacting us by telephone to enable your call to be successfully re-routed.
Legal, Planning and IT Officers have worked together to understand and implement the practicalities of holding virtual Planning Committees as set out in The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 which came into force on 4 April 2020.
As a result the Council will be conducting Planning Committee using a virtual format. Meetings will be viewable via a live stream available here.
As a result of the change to virtual meetings, the Borough Council's Planning Committee Procedure Rules have been amended. The adopted Planning Committee Procedure Rules incorporating these revisions is available here.
The drop-in Householder Planning Surgery that usually operates from Parkside, Market Street, Bromsgrove on Tuesdays between 10:00am – 1:00pm is currently by telephone only.

We are encouraging customers to avoid sending paper copies of applications, requests for pre-application advice and letters through the post at this time. This is because we remain able to work at this time by using remote working, via telephone and email. Delays on the processing of physical submissions on paper at this time are therefore unavoidable.
Please use the following routes if possible:
- Submit applications via the planning portal
- Request pre-application advice via email
- Comment on applications using Public Access.
Where this is not possible please contact the Duty Officer via direct line 01527 881770 to discuss an alternative method.
In those cases where a site visit is deemed necessary, the applicant/applicant’s agent will be contacted by the Case Officer prior to the visit and will be asked whether anyone at the application site has been advised to self-isolate or has recently returned from overseas travel to an affected area.
We will decide on a case by case basis whether a site visit is essential and we will let you know you if we are unable to attend.
This approach will also apply to requests made to the Case Officer from the owner/occupier of properties adjacent to the application site.
Following the Ministerial Statement made by the Secretary of State for the Ministry of Housing, Communities and Local Government on 13 May 2020 in relation to his intention of relaxing planning related conditions pertaining to construction operating times that may well be restricted by conditions on planning permissions, the Borough Council has produced a guidance note to explain how such requests will be dealt with.
