Discretionary Energy Rebate Scheme

In February 2022 the Government announced a package of support known as the Energy Bills Rebate to help households with the rising energy costs. This package consisted of:-

  1. A non-refundable payment of £150 to all households in Council Tax bands A to D.
  2. £144 million discretionary payment to support households who are not eligible for the energy rebate but are in need of additional support.

The allocation of discretionary funding for Redditch Borough Council is £163,800

The policy sets out the criteria for how the discretionary fund will be allocated. The policy will operate until the 15th November or until the fund of £163,800 has been fully allocated. After the 15th November all unclaimed rebates will be credited towards this year’s council tax liability.

Who will be eligible?

Redditch Council has decided that the payments will be made provided the household has their sole or main residence in a dwelling and the following conditions are met:
a)A single one off payment of £150 will be awarded to any household who resides in a dwelling with a Council Tax band E to H and in receipt of Local Council Tax reduction;
b) A single one off payment of £150 will be awarded to any household who resides in a dwelling with a Council Tax band F to H and in receipt of a reduction for disabilities;
c) A single one off payment of £150 will be awarded to any household who resides in a dwelling with a Council Tax band E to H, where the dwelling is exempt from Council Tax under Class N (students), S ( Under 18 years old), U (severely mentally impaired) or W (annex occupied by a dependant relative);
d) A single one off payment of £150 will be awarded to any household who resides in a dwelling with a Council Tax band E to H and where any of the following disregards persons also reside in the premises: (i) Care (please note this does not include paid Care Workers); or (ii) Severely Mentally Impaired;
e) A single top-up payment of £25.00 will be awarded to any household in receipt of Local Council Tax reduction as at 1st April 2022

How we will pay your discretionary payment

Where the Council holds a current direct debit instruction for a liable Council Taxpayer of an eligible household, a payment will be made using these bank details held. If the council does not hold a current direct debit instruction then you will be required to complete the application form below.

You will need your council tax account reference and information from your council tax bill to complete the form. You will be asked to provide bank details for the bank that you would like the payment paid into. This bank account must be in the name of the council taxpayer. When you have completed the application we have to ask for your bank details to be verified using an external service; there will be a delay from the completion of the form to the payment due to this verification process.
