Here are the previous stages of the progress of Local Plan 4, before the examination in public began.

LOCAL PLAN NO.4 UPDATE

Local Plan No.4 has been submitted to the Secretary of State today (12th March 2014). If you have submitted comments on the Plan you will receive a letter or email shortly.

LOCAL PLAN NO.4 UPDATE DECEMBER 2013

Evidence used to calculate how many new homes Redditch Borough requires up to 2030 is being reconsidered, after neighbouring authorities’ plans were questioned by the Planning Inspectorate.

More information about Redditch’s housing requirements is being gathered after a Planning Inspector examining the nearby South Worcestershire Development Plan questioned a part of that plan’s evidence base that is also used for Redditch’s Local Plan.

Both plans refer to the Worcestershire Strategic Housing Market Assessment, prepared in 2012 for all the councils in Worcestershire to determine how many houses are needed in an area.

The additional work in Redditch is likely to take a few months and as a result, the submission of the Local Plan to the inspector for examination has been delayed until it can be completed. It had been due to be submitted by December 31.

Once the evidence is revised, unless it shows a significant change to housing requirements which would require the council to redraw plans and consult residents again, the council will be able to submit the plan to the inspector immediately.

Local Plan No.4 Proposed Submission

Redditch Borough Council published its Proposed Submission version of the Borough of Redditch Local Plan No.4 (BORLP4) for a six-week Representation Period between 30th September and 11th November 2013. All representations received within the representation period will be logged and reviewed and respondents will be informed of the next stage of the plan making process. Updates will also be posted on this website.

Duty to Cooperate

The ‘Duty to Co-operate’ is a legal obligation, introduced by the Localism Act (2011) which requires local authorities to co-operate with each other in relation to planning for sustainable development, in particular the preparation of development plan documents relating to a strategic matter.

These two letters comprise firstly a request from Redditch Borough Council to Bromsgrove District Council for the two authorities to formally work together under the new Duty to Cooperate to find a site to sustainable accommodate additional Redditch growth to the north/ north west of Redditch. The second letter is BDC’s response, agreeing to formally open discussions and for officers from both Councils to continue to work to find a mutually acceptable solution to Redditch’s growth needs which cannot be met within the Borough. This issue, along with many others, needs to be addressed satisfactorily in both local plans to enable them to be “found sound”, this being a necessary step in the process of achieving an adopted Development Plan. The Duty to Cooperate became a legal obligation in the local planning process under the Localism Act 2011.

Both Councils were originally intending to go out to consultation in the Autumn with their Publication version Local Plans but regrettably this cannot now happen until a further work has been undertaken to address this issue.

It is therefore anticipated that further consultation on the Redditch related housing and employment allocations will need to take place. New Local Development Schemes reflecting revised timetables for policy making will be published in due course.

Scoping Report (Annual Update)

This is the annual Scoping Report update for 2012. Every year the Borough Council has committed to review the relevant Plans Policies and Programmes to inform decision making and also to review the data in the baseline information part of the Scoping Report. This document includes these two parts of the review for April 2012.

Revised Preferred Draft Core Strategy

Revised Preferred Draft Core Strategy consultation 21st January - 31st March 2011.

The Revised Preferred Draft Core Strategy and accompanying questionnaire includes revised policies following consultation on the Preferred Draft Core Strategy. It includes only policies and development targets that relate to the administrative area of Redditch Borough. The Sustainability Appraisal was updated for the Revised Preferred Draft Core Strategy.

An Equalities Impact Assessment (EIA) is a process of systematically analysing a policy or function (in this case, the consultation process associated with the Core Strategy production) to identify what effect, or likely effect it has on different groups in the community or workplace.

Development Options Joint Consultation with Bromsgrove District Council

Joint consultation 8th February - 30th April 2010.

The consultation booklet includes details on the development targets for Redditch Borough as recommended by the West Midlands RSS Panel Report and options for accommodating the required development.

Preferred Draft Core Strategy

Preferred Draft Core Strategy Consultation 31st October 2008 - 8th May 2009.

The Preferred Draft Core Strategy is a draft version of the Borough Council's Core Strategy Development Plan Document (DPD). It has been prepared with regard to the regulation changes in June 2008; therefore the document explains its association to the previous stage in Core Strategy production (the Issues and Options Document) and it also meets the requirements of the new Regulation 25.

Issues and Options

Core Strategy Issues and Options consultation 9th May to 20th June 2008

Issues and Options is the first formal stage in the Core Strategy process. This Issues and Options Document highlights the matters relevant to Redditch Borough (Issues) and the ways in which these issues can be combated through the application of planning policy (Options). The following documents were published for consultation:

Sustainability Appraisal and Scoping Report

The Issues and Options document was subject to a Sustainability Appraisal to ensure that Sustainability principles are incorporated into the Core Strategy. The Sustainability Appraisal is informed by the Local Development Framework Scoping Report

Informal consultation used to inform Issues and Options

A series of informal consultation events were used to gather 'issues' for the Core Strategy and are detailed in the First Statement of Consultation

Outcome of Issues and Options consultation 

The responses to the Issues and Options consultation are summarised into two parts:

Part 1 – Issues and Options Consultation Questionnaire Responses and Summary of responses

Part 2 – Summary of responses from the West Midlands Regional Assembly and Worcestershire County Council.   

For both Part 1 and Part 2, Officers have provided each response with feedback, which generally falls into three broad categories:

  1. The comment is a valid alternative option which has subsequently been assessed through the Sustainability Appraisal
  2. The comment suggested a general approach for the Core Strategy
  3. The comment referred to matters not appropriate to the Core Strategy.
