The Council is committed to protecting your personal information. As a data controller we have a responsibility to make sure you know why and how your personal information is being collected in accordance with relevant data protection law.
Why do we collect your data?
The Starting Well Partnership collect your personal information for the purpose of delivering support on behalf of the prevention and early intervention service for children, young people aged -019 and their families. Redditch Borough Council has been contracted to deliver this service on behalf of Worcestershire Health and Care NHS Trust in partnership with Barnardo’s and Action for Children. The information collected from you will vary depending on the nature of the service.
What is the legal basis for collecting your data?
We collect your data for the performance of a task carried out in the public interest or in the exercise of official authority that is set out in law. The law we rely on is:
Children’s Act 2004
Care Act 2014
In some circumstances we collect special category data about your health, disabilities and family circumstances. We have a legal basis of explicit consent to process this information for these purposes; criminal record is also classed as special category data and is processed in accordance with Article 10, processing of personal data relating to criminal convictions and offences.
If you chose not to provide us with some of this information, we may not be able to assist you fully.
What data do we collect?
The Council holds personal information about you which may include:
- Name
- Date of birth
- Contact details
- NHS number
- Family circumstances / Lifestyle / social circumstances
- Financial information
- Health information including disabilities
- Details of current support networks
- Offences
This will help us make sure our services meet your needs.
We will use your information in the following ways:
- Dealing with your enquiries
- Providing you with information about our activities, events and services
- Engaging you in our work activities, events and services
- Providing and personalising our services
- Administering your record
- Activity monitoring
- Production of datasets to submit for commissioning purposes and national collections
- Signposting to other resources and agencies such as Learning Online, Citizens Advice Bureau, Relate.
We will also record information about the service provided to you, including case reporting, plans and reviews.
Sometimes we may obtain your personal information from third-parties, but only when you have given your permission.
There may be occasions when we will ask you for consent to use your data, for example to help us inform the public about our work. If this is the case, we will explain to you exactly what your data will be used for. You can withdraw your consent at any time.
We may also use quotes from you to promote our services and demonstrate the quality of the services we provide. Where we do use such quotes any identifying information will always be removed first.
Will we share your data with others?
For the provision of the service on behalf of Worcestershire Health and Care NHS Trust in partnership with Barnardo’s and Action for Children, data will be stored and shared via a single Electronic Patient Record system which belongs to Worcestershire Health and Care NHS Trust.
TOPSE information (Tool Of Parents Self Efficacy) will be shared with the Council’s Equalities Team.
Exceptional circumstances: significant harm to infant, child or young person
We will always try and seek consent from you and/or your child, if the child has capacity, before proceeding to share information with partner agencies. In some circumstances, we may need to make a referral to children’s social care if we have a child protection concern and you may refuse consent. The information must still be shared despite consent being refused. Also in rare circumstances, the seeking of consent might pose a risk to the child and in these exceptional circumstances we may not inform you at the time of making the referral. We follow the Worcestershire Safeguarding Children Partnership procedures along with their Levels of Need document and Working Together to Safeguard Children (2018)
How long will we keep your data for?
Your data will be kept in line with the retention periods specified in the Records Management Code of Practice for Health and Social Care 2016.
