Overview of the new plan-making system

The Government has introduced a new plan-making system. The new Borough of Redditch Local Plan will be produced under this new system. 

The purpose of the new system is to create a faster, streamlined and more digitised plan-making system.  Further details about the new plan-making system can be found here.

Redditch Borough Council held an ‘Issues and Options’ consultation in summer 2025 to begin the process for a new Borough of Redditch Local Plan.

Following the introduction of the new national plan-making process, the Council is required to hold a scoping consultation.  All responses to the Issues and Options are vital and will help shape the Local Plan at later stages.

The scoping consultation follows the publication of the Local Plan timetable and the notice of intention to commence local plan preparation on 29th June 2026 both of which can be found here

Purpose of the Scoping consultation

The scoping consultation is the first step in the preparation of the emerging Borough of Redditch Local Plan under the new plan-making system.

The scoping consultation does not identify development sites or draft planning policies. This scoping consultation is limited to only considering:

(a) the content of the Local Plan; and

(b) how you would like to be consulted during the preparation of the new Local Plan. 

Responses must be received in writing by 5pm on Friday 14th August 2026.

You can respond to the consultation in the following ways

  2. Email us at Redditchplan@bromsgroveandredditch.gov.uk
  3. Respond via post to Strategic Planning, Redditch Borough Council, Town Hall, Walter Stranz Square, Redditch, B98 8AH.

Consultation responses received after the deadline will not be considered

*These documents are available for inspection at the Council’s Customer Services Centre at 5 George Walk, Kingfisher Shopping Centre during office hours until the necessary works at the Town Hall, Walter Stranz Square are complete**. They will then be made available for inspection during office hours at the Town Hall, Walter Stranz Square.

Additionally, the aforementioned documents are available for inspection at libraries across the Borough (Redditch Library and Woodrow Library) during their respective opening hours.

The specific date of the movement of the documents from 5 George Walk to the Town Hall, Walter Stranz Square will be subject to the completion of necessary works at the Town Hall
