Inspector’s Report

In 2014 the Planning Inspectorate appointed Mr Michael J Hetherington BSc (Hons) MA MRTPI MCIEEM as an independent Planning Inspector on behalf of the Secretary of State to undertake the Examination of the Borough of Redditch Local Plan No.4 (BORLP4). The Programme Officer independent to the Council was Helen Wilson.

The Inspector's Report into the soundness of the plan was received by Redditch Borough Council on 16 December 2016. The report provides his findings, recommendations and conclusions (and reasons behind these).  It concludes that the BORLP4 provides an appropriate basis for the planning of the Borough and is sound, providing a number of modifications are made to the plan.  


The Inspector advises that his report be read in conjunction with the report into the Bromsgrove District Plan.

The Council has placed paper copies of the Inspector’s report at its main office at the Town Hall, in Redditch Town Centre and at the following locations across the borough.

Please note that the Report is being made available in line with the relevant planning Regulations (Regulation 25 of the 2012 Local Planning Regulations) purely for information and comments are not invited. The Inspector has considered all the matters before him and the supporting evidence base and has concluded that the plan is legally compliant and sound. The examination has now closed.

Next steps

The Council will formally consider the Inspector’s Report and recommendations through a report to Redditch Borough Council's Executive to be held on Tuesday 17th January 2017, with the decision on whether to adopt in line with Inspector’s recommendation taking place at Full Council on Monday 30th January 2017. The papers for these Council meetings will be available here in due course.
